Jennifer’s undergraduate studies were at Brigham Young University and Il Collegio del Mondo Unito dell’Adriatico in Italy.  She studied law at the University of Utah and University of Chicago law schools.  In addition to her legal career, for 25 years Jennifer has lead initiatives for rights of the homeless, community preparedness, and anti-hunger organizations.

Carter has a B.A. degree in economics from Brigham Young University and a J.D. from  Columbia Law School.  After three years with the Wall Street firm Sullivan & Cromwell, Carter left the practice of law temporarily to study graduate health economics at U.C. Berkeley as a National Institutes of Health fellow.  Subsequently, Carter was a prosecuting attorney in Bingham County Idaho for eight years before joining Preston, Gates & Ellis in 2000.  Carter is licensed to practice law in Washington and Idaho.
